The recruitment of Vietnamese workers for Lithuania is becoming more convenient as Vietnam introduces a new procedure for the certification of public documents under the Apostille Convention.

From 11 September 2026, Vietnam’s Decree No. 293/2026/ND-CP officially takes effect, providing a new framework for issuing Apostille certificates for Vietnamese public documents intended for use in other contracting countries.

With the Apostille mechanism, eligible Vietnamese public documents can receive an Apostille certificate from the competent Vietnamese authority. Once properly Apostilled, the document can be used in another contracting country without going through the traditional legalization process required under the previous system.

For Lithuania-bound workers, this represents an important improvement in the preparation of employment and immigration documentation.

Lithuania has been a contracting party to the 1961 Apostille Convention since 1997, meaning the country is part of the international framework covered by the Convention.

Vietnam’s new regulations also provide for Apostille procedures to be handled by competent authorities in Vietnam, including the Consular Department of the Ministry of Foreign Affairs and the Department of External Relations of Ho Chi Minh City.
